The District Municipality’s macro-organisational structure reflects the Council’s policy according to which the micro-organisational structure had been developed. The District Municipality consists of four departments with their respective divisions as well as the Office of the Municipal Manager. The four departments report to the Municipal Manager. Executive Mayoral Committee

The West Coast District Municipality consists of 23 councillors of which 40% have been elected directly (proportional), including one representative from the district management area. Sixty percent of the other representatives are elected from the municipalities within the district municipal jurisdiction. The Executive Mayoral Committee members are the chairs of the respective portfolio committees established in terms of Section 80 of the Local Government Act: Municipal Structures (117 of 1998).

The Council meets once every quarter and the Council delegates all powers and functions (excluding those functions that can, in terms of legislation, not be delegated) to the executive mayor, and in this way effective service delivery is expedited.
